Canada’s Chartered Directors
The Directors College is pleased to present Canada’s Chartered Directors. The graduates listed below have completed The Chartered Director Program, an intensive individual examination, and have met the other requirements to become a Chartered Director (C.Dir.)
The Directors College and the Collège des administrateurs de sociétés (CAS) of Université Laval have a reciprocal agreement, whereby their respective designations – Chartered Director (C.Dir.) and Administrateur de sociétés certifié (ASC) are recognized as equivalent.

Ms. Elaine Leung, C.Dir.
Director, Sector Strategy Branch, Ontario Government
Elaine Leung is a Director with the Ministry of Economic Development, Employment and Infrastructure and the Ministry of Research & Innovation in the Ontario Government. Elaine brings more than 25 years of experience in government relations, financial analysis, and regulatory matters, having worked in the private sector and with both the Canadian federal and provincial governments. Since late 2012, she has been responsible for the development of sector policies and strategies to position Ontario’s key sectors as global leaders. She is also responsible for developing and implementing a ministry-wide performance management framework to enable better program and policy evaluation. Elaine joined the Ontario Government as Manager, ICT Unit in 2007 and was promoted to Director in 2011.
Previously, Elaine worked as an independent consultant from 2005 to 2007 working primarily in regulatory matters. From 2003 to 2005, she was the Head of Regulatory and Economics with the ICT Authority, a newly-formed telecommunications and broadcasting regulator for the Cayman Islands, to help launch competition.
From 2000 to 2002, she was Vice-President, Strategic Planning and Regulatory Affairs for Futureway Communications Inc, the first company in North America to commercially deploy fibre-to-the-home in residential neighbourhoods. Previously, Elaine was Director of Efficiency and Expenditure Analysis at the Canadian Radio-television and Telecommunications Commission where she worked from 1990 to 2000. Elaine started her career at Bell Canada as an economist.
Elaine holds a B.Sc. in Computer Science and a B.A. (Hons.) in Economics from University of Regina, an M.A. in Economics from Western University, and a certificate from the Ivey Executive Program.
