Canada’s Chartered Directors
The Directors College is pleased to present Canada’s Chartered Directors. The graduates listed below have completed The Chartered Director Program, an intensive individual examination, and have met the other requirements to become a Chartered Director (C.Dir.)
The Directors College and the Collège des administrateurs de sociétés (CAS) of Université Laval have a reciprocal agreement, whereby their respective designations – Chartered Director (C.Dir.) and Administrateur de sociétés certifié (ASC) are recognized as equivalent.

Mr. Philip Twyford, C.Dir.
Chief Financial Officer, Ministry of Technology, Innovation and Citizens Services, Government of British Columbia
Philip Twyford is a professional accountant with an MBA in project management, with over 25 years experience in financial and information management in the public service, both nationally and internationally. He is currently the Chief Financial Officer with the Ministry of Technology, Innovation and Citizens' Services in the BC Public Service. Prior that that he has held positions as the Executive Director of IM/IT Capital Investment for the core government of British Columbia, the Executive Director of Finance in the Office of Strategic Partnerships in the Office of the CIO, the Director of Budgets in the Ministry of Finance, and a Treasury Board Analyst. Prior to joining the BC government in 2003 he worked for the United Nations in the Department of Peacekeeping Operations, both in New York Headquarters and field missions.
Philip currently serves on two boards, as the Chair of an independent school board in Victoria, and on the Municipal Pension Plan in BC where he is the Chair of the Valuation Committee and also serves on the Governance Committee, Inter-Plan Audit Committee, and Inter-Plan Education Committee.
